The Development Bank of Nigeria (DBN) was established by the Federal Government of Nigeria (FGN) in collaboration with international development organizations to address the financial challenges faced by Micro, Small, and Medium Enterprises (MSMEs) in Nigeria. Our mission is to bridge funding gaps for MSMEs and small businesses by providing financial support and partial credit guarantees to qualified financial institutions. We are currently seeking a highly skilled professional to join our team in the following role:
Job Title: Information Technology Officer
Location: Abuja
Department: Corporate Services
Job Objective & Summary
The Information Technology Officer will be responsible for implementing IT strategies that enhance operational efficiency while ensuring alignment with the Bank’s overall strategic objectives. The role requires expertise in technology resource management to facilitate cost-effective IT solutions. Additionally, the officer will oversee the continuous development and implementation of the Bank’s technological infrastructure to support business needs.
Key Responsibilities & Duties
Business Analysis & Support
- Assist end-users by providing business analysis and gathering system requirements.
- Manage and monitor Service Level Agreements (SLAs) with application service providers.
- Ensure prompt resolution of system issues that impact business operations.
- Support the development of key reports, presentations, and related documents.
Enterprise Architecture, Programs & Project Management
- Design and maintain DBN’s enterprise architecture framework.
- Execute the Bank’s digital strategy and document necessary changes.
- Oversee IT-related programs and projects while generating management reports.
- Evaluate and report on the Return on Investment (ROI) of IT initiatives.
Technical Architecture Planning, Design & Development
- Lead and manage technological changes across the organization.
Quality Assurance & Testing
- Implement system customization requests and enhancements.
- Provide end-user training and support to ensure effective system utilization.
- Diagnose technical issues, determine root causes, test solutions, and implement fixes.
- Perform additional tasks assigned by the Head of Information Technology.
Application Development & Support
- Provide technical support for the Core Banking system and related enterprise applications.
- Oversee system configurations, patches, updates, and upgrades.
- Facilitate the integration of the Core Banking system with other applications.
Key Performance Indicators (KPIs)
- Number of automated processes implemented successfully.
- System uptime for integration interfaces.
- Timely and cost-effective delivery of IT projects.
- Percentage of emergency system changes and timely completion of change requests.
- Accurate tracking of IT expenditures.
- Time taken to finalize IT service continuity management plans.
- Rate of successful system releases and deployment to production environments.
Qualifications & Requirements
Educational Background
- Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Systems Engineering, or a related field.
Professional Certifications (Preferred but not mandatory)
- MCSA or MCSE (Microsoft Certified Solutions Associate/Expert)
- TOGAF (The Open Group Architecture Framework) or another enterprise architecture certification
- Cisco or NSE (Networking certifications)
- Prince2 or PMP (Project Management Professional)
Experience
- Minimum of four (4) years of experience in an IT role with a strong focus on process automation and testing.
- At least two (2) years of experience in application development and system support.
Competencies & Skills
Technical Knowledge
- Strong understanding of IT operating systems and cloud computing solutions.
- Familiarity with enterprise architecture frameworks and project management methodologies.
- Expertise in business process automation tools and methodologies.
- Sound knowledge of information and knowledge management systems.
Technical Skills
- Proficiency in programming languages such as C# and Microsoft Visual Basic.
- Advanced skills in application development and support.
- Strong business analysis and technical documentation skills.
- Excellent written and verbal communication abilities.
- Experience in Enterprise Architecture, IT Strategy Management, Program & Project Management.
- Proficiency in cloud computing platforms like Microsoft Azure and AWS.
