Position Title: Infrastructure Project Evaluation Specialist

Job Overview
The Infrastructure Project Evaluation Specialist will report to the Director of Operations, Public Sector, supporting EBID’s infrastructure project financing policy through project preparation, evaluation, and supervision, providing advisory support to member nations, and participating in sectoral dialogues.
Key Responsibilities
- Policy and Strategy Development: Contribute to EBID’s infrastructure policies and strategies in collaboration with governments, partners, and stakeholders. Conduct analytical work to support the Bank’s project involvement and advise on policy reforms, planning, and asset management.
- Project Development and Evaluation: Offer technical insights on infrastructure projects (e.g., transport, energy, water). Identify financing opportunities, assist in feasibility studies, and supervise consultants. Lead project appraisals and prepare detailed technical, economic, and social assessments.
- Project Implementation Supervision: Monitor progress, oversee procurement activities, review documentation, and lead mid-term and completion review missions. Advise on lessons learned for future projects and ensure compliance with procurement and loan agreement guidelines.
- Best Practice Dissemination: Maintain a knowledge base on infrastructure sector trends and issues. Provide expertise to implementing agencies on project aspects and Bank procedures, including procurement and disbursements.
Qualifications, Experience, and Skills
- Engineering degree in infrastructure fields (Transport, Energy, Water, etc.) or equivalent.
- At least seven years’ experience in infrastructure projects, including policy, planning, management, procurement, and capital works.
- Experience with development finance institutions in public sector infrastructure.
- Expertise in policy design and sectoral policy evaluation.
- Strong skills in analysis, consultancy, and project management.
- Effective written and verbal communication in French and English, with proficiency in the other language.
- Proficiency in Microsoft Office software (Word, Excel, Access, PowerPoint).
Additional Requirements:
- Nationality of an ECOWAS Member State.
- Under 45 years of age at the time of recruitment.
- Fluent in French, English, or Portuguese, with proficiency in one additional ECOWAS language.
Salary Grade: P3
