Position: National Consultant for Developing and Implementing Child Rights and Protection Training in Nigerian Military Institutions

Scope of Work:
The Consultant will work under the guidance of the UNICEF Child Protection Chief, and in coordination with the Child Protection Manager in Maiduguri and the Child Protection Officer in Abuja. The primary responsibilities include:
Preparing an inception report that details the methodology and data collection plan for the assignment.
Conducting a comprehensive review of existing national and international resources, handbooks, and training materials on Child Rights and Child Protection for military use.
Facilitating technical consultations and meetings with key stakeholders, including military personnel, government bodies, and child protection agencies.
Developing a training manual, curriculum, and tools (including a trainer’s guide), tailored to the Nigerian context, based on the review and consultations.
Identifying and training instructors from the military institutions to deliver the training using the developed tools.
Piloting the Child Protection training program in military institutions and gathering feedback.
Refining and finalizing the training materials based on feedback, and validating them with relevant military and government bodies.
Creating a strategy for rolling out the training in all relevant military institutions.
Requirements:
Education: An advanced degree (Master’s or higher) in fields such as international law, child rights, international development, international relations, or conflict studies.
At least 7 years of experience in relevant fields like child protection, international law, education, or civil-military relations.
Proven ability to manage stakeholder expectations, including those of government officials, while adhering to strict deadlines. Prior experience with military institutions is an advantage.
Strong understanding of both national and international Child Rights laws and frameworks.
Experience working in Northeast Nigeria and proficiency in written and spoken English.
Exceptional research and analytical writing skills.
Experience working in developing countries or in emergency settings is an asset.
Fluency in English is required. Proficiency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered beneficial.
