Role Overview
The Infrastructure & Maintenance Officer is responsible for overseeing and ensuring the seamless functionality of front-end and back-end office applications at the ECOWAS Commission. Reporting directly to the Director of Information Technology Services, the role involves maintaining and enhancing IT infrastructure, ensuring security compliance, and implementing operational policies to mitigate risks. The officer will also oversee business continuity planning, vendor management, and IT service delivery using ITIL best practices.
Key Responsibilities
- Ensure the availability and reliability of business systems, providing real-time system status updates to key stakeholders.
- Lead the development and implementation of business continuity strategies, including disaster recovery planning and risk management.
- Manage wide-area network (WAN) operations, ensuring efficient load balancing and uptime.
- Supervise the implementation of cybersecurity measures, addressing vulnerabilities and enhancing data security.
- Oversee daily monitoring and maintenance of IT infrastructure to ensure consistent and secure access to ECOWAS technological resources.
- Administer backup solutions and disaster recovery strategies for critical systems.
- Ensure security compliance through firewall configuration, software updates, and encryption protocols.
- Direct the deployment and maintenance of hardware, software, and network infrastructure.
- Develop business case justifications and cost-benefit analyses for IT projects.
- Manage IT service desk operations, ensuring timely resolution of user requests.
- Collaborate with the Corporate Security Team to integrate security frameworks into IT operations.
- Define service-level agreements (SLAs) and project milestones, ensuring resource allocation aligns with business needs.
- Oversee regulatory compliance efforts, including internal security audits and risk assessments.
- Manage IT operational and strategic planning, ensuring alignment with organizational objectives and budgetary guidelines.
- Provide leadership in cloud computing strategies (IAAS, PAAS, SAAS), optimizing IT investments.
- Train and mentor IT personnel, fostering professional growth and knowledge-sharing.
- Monitor cloud service usage and costs, ensuring budget adherence and efficiency.
- Lead vendor negotiations and manage outsourced IT services.
- Ensure compliance with ECOWAS governance, safety, and ethical standards.
Qualifications and Experience
- Master’s degree in a relevant technology-related field such as Computer Science or Information Systems from a recognized institution.
- A minimum of 10 years of progressive experience in IT infrastructure planning, development, and operations, including 5 years in a supervisory role.
- Expertise in enterprise IT systems, cloud computing, and cybersecurity frameworks.
- Demonstrated experience in developing and implementing IT policies and security standards.
- Strong knowledge of ICT industry benchmarks and performance management methodologies.
- Familiarity with program management certifications (e.g., PgMP, MSP) is an added advantage.
Age Requirement
- Applicants must be under 50 years old, except for internal candidates.

Salary & Benefits
- Annual Salary: UA 66,123.98 (Approx. USD 104,330.42).
