Established on May 28, 1975, following the signing of the Treaty of Lagos, ECOWAS serves as a platform for enhancing economic cooperation and collective progress across member states.

Role Overview

Under the supervision of the Principal Officer, Systems Acquisition & Implementation, the selected candidate will play a pivotal role in advancing IT modernization efforts within ECOWAS. This involves integrating cutting-edge technologies, optimizing existing IT infrastructures, and driving digital transformation to enhance efficiency, security, and agility. The incumbent will also be responsible for formulating modernization strategies, ensuring seamless integration of IT solutions into the Commission’s operational framework, and fostering innovation to address emerging challenges.


Key Responsibilities

  • Lead and execute IT modernization projects in alignment with ECOWAS policies, ensuring a structured approach to system upgrades and enterprise transformation.
  • Develop comprehensive project scope documentation, offering clear guidance for technical teams in solution implementation.
  • Assess, analyze, and synthesize information from multiple sources to identify key technological needs, bridge gaps, and streamline IT operations.
  • Challenge conventional business processes and recommend data-driven solutions that enhance efficiency and align with modernization goals.
  • Formulate service desk and staff experience enhancement strategies, leveraging advanced technology solutions for improved service delivery.
  • Analyze ECOWAS’s operational data, identify areas for process optimization, and propose transformative recommendations.
  • Promote best practices in knowledge management and user experience enhancement, improving ECOWAS’s digital ecosystem.
  • Oversee the implementation of Artificial Intelligence (AI) and Robotic Process Automation (RPA) to streamline workflows and enhance automation.
  • Apply Agile and Project Management methodologies throughout all stages of IT system development and implementation.
  • Collaborate with key stakeholders to define clear, traceable IT system requirements through interviews, surveys, and workflow analysis.
  • Develop business cases and financial models for IT investments, evaluating cost, risk, and strategic impact.
  • Regularly engage with internal and external stakeholders to ensure alignment between IT solutions and organizational objectives.
  • Establish Key Performance Indicators (KPIs) to track and assess IT system efficiency and effectiveness.
  • Plan for hardware and software replacements, ensuring seamless transitions and compliance with ECOWAS’s technology policies.
  • Implement risk mitigation strategies for IT systems approaching obsolescence.
  • Manage the IT modernization budget, ensuring effective resource allocation.
  • Document and maintain standard operating procedures (SOPs), policies, and best practices within the IT division.
  • Provide technical support, including after-hours assistance when necessary.
  • Conduct training and mentoring programs to enhance the technical expertise of junior IT staff.
  • Maintain an in-depth understanding of ECOWAS’s IT assets, ensuring their effective utilization and lifecycle management.
  • Evaluate and integrate cybersecurity measures into ECOWAS’s IT infrastructure.

Qualifications and Experience

  • A Bachelor’s degree in Computer Science, Computer Engineering, Information Systems Management, or a related ICT discipline from a recognized institution.
  • Minimum of five (5) years of hands-on experience in IT development, implementation, and maintenance.
  • Demonstrated expertise in IT systems integration and enterprise solutions.
  • Strong understanding of software development lifecycle methodologies and project management principles.
  • Proficiency in software design tools such as CAD, ANSYS, among others.
  • Knowledge of procurement and acquisition strategies for IT resources.
  • Hands-on experience in web programming languages including PHP, ASP.NET, HTML, CSS, JavaScript, jQuery, and Perl.
  • Expertise in relational database management systems (MS-SQL, MySQL) and Linux-based web platforms.

Age Requirement

  • Applicants must be below 50 years of age at the time of application. (This requirement does not apply to internal candidates.)

IT Proficiency & Adaptability

  • Advanced proficiency in ICT tools, including enterprise resource planning (ERP) systems, cloud technologies, and cybersecurity frameworks.
  • Ability to monitor and track IT system updates, ensuring compliance with security and efficiency standards.
  • Knowledge of emerging technologies, ensuring ECOWAS remains at the forefront of digital transformation.

Salary Structure
