Purpose of the Role:
Under the general supervision of the Health Manager (Immunization) and with oversight from the Chief of Health and HIV, and in close collaboration with the Chief of the Social and Behavior Change (SBC) section and Gender & Development Manager, this role will actively support the national and state-level introduction of the HPV vaccine. The officer will assist in strategic planning, execution, monitoring, and reporting on the routinization of the vaccine. Meaningful youth engagement is essential, and the officer will focus on creating communication strategies that reflect youth aspirations, identifying influencers and gatekeepers, and integrating youth-friendly services.
Key Responsibilities:
Assist states in incorporating adolescent-focused approaches in planning demand-generation activities for HPV vaccine routinization through UNICEF field offices.
Aid state communication and mobilization teams in creating and implementing evidence-based adolescent demand generation plans for the National Vaccine Introduction (NVI) and provide assistance with polio social mobilization innovations.
Support the state’s Advocacy, Communication, and Social Mobilization (ACSM) working group to develop adolescent-friendly social media content and polio campaign messages.
Help coordinate the identification and engagement of state and LGA-level stakeholders, including education, women affairs, NGOs, faith-based organizations, and youth platforms, to mobilize communities and map adolescent-friendly networks.
Assist local government teams in identifying facilities and mapping areas for facility-led community outreach using a hub-and-spoke model.
Contribute to the development and execution of a knowledge management strategy for innovative documentation of every campaign phase, including dashboards, infographics, and human-interest stories.
Offer technical assistance to the state communication/social mobilization technical working groups, updating the weekly dashboards and ensuring regular reports to the National Technical Working Group (NTWG), UNICEF Field Offices, and Country Office.
Participate in relevant meetings and workshops as required by supervisors, HPV Technical Working Group (TWG), Polio Emergency Operations Center (EOC), and state teams.
Deliverables:
Submit a monthly work plan detailing planned activities and travel, if applicable.
Develop a state micro plan for adolescent mobilization and advocacy communication for HPV routinization and polio campaigns.
Map state and LGA-level stakeholders involved in adolescent engagement for community mobilization.
Create innovative information, education, and communication (IEC) materials for adolescent and young people (AYP) engagement.
Provide updates on the introduction process of the HPV vaccine to UNICEF’s field and country offices.
Identify and collaborate with social media influencers for youth-friendly HPV campaigns.
Develop training materials for AYP-friendly platforms, state managers, LGA managers, and community stakeholders.
Qualifications:
A university degree in public health, nutrition, pediatric health, family health, health research, global health, health policy, environmental health sciences, biostatistics, socio-medical sciences, health education, epidemiology, or a related technical field is required.
A minimum of two years of professional experience in public health/nutrition planning and management, maternal and neonatal health care, or emergency preparedness in health is required.
Proficiency in English is essential, and knowledge of major Nigerian local languages is an asset.
Experience in a developing country or in an emergency context is considered beneficial.
