The program known as Conditional Cash Transfer (CCT) was initiated by the Nigerian government as a social welfare project to tackle the increasing poverty levels within the country. Its purpose is to provide a specified amount of financial aid to citizens experiencing poverty, unemployment, and vulnerability. According to Mrs. Betta Edu, the Minister of Humanitarian Affairs and Poverty Alleviation, beneficiaries are entitled to a minimum of N50,000 through the Federal Government’s Conditional Cash Transfer (CCT) program. Mrs. Edu strongly advises Nigerians not to accept amounts below N50,000. She underscores, “If any program official offers you an amount less than the prescribed minimum of N50,000, kindly decline. Report such occurrences to me or your state governor using the provided contact numbers.” Furthermore, the Minister has incorporated digital payment methods for the N50,000 conditional cash transfer.

Enrolling in the Conditional Cash Transfer program is not a simple application process; instead, it involves a selection process. The steps for registration are as follows:

  1. Initiation: The process is kick-started by the Youth Employment and Social Support Operation (YESSO).

  1. Community Engagement: YESSO agents get in touch with the head of the beneficiary’s community. A town crier is then summoned to gather community members for a meeting at specific locations to conduct enumeration.
  2. List Compilation: YESSO compiles a list which is later submitted to the National Cash Transfer Office (NCTO). NCTO then publicly displays the list at specified community locations.
  3. Digital Enrollment: NCTO digitally captures the beneficiaries’ information and issues them official ID cards.

  • The unbanked
  • Those without social media accounts or smartphones
  • Individuals lacking formal education
