The ECOWAS Bank for Investment and Development (EBID) is an international financial institution established by the 15 member countries of the Economic Community of West African States (ECOWAS). The countries that make up EBID include: Benin, Burkina Faso, Cape Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo.

Job Title: Head of Project Implementation and Monitoring Division
Location: Lomé, Togo
Job Type: Full-Time

Position Overview

The Head of Project Implementation and Monitoring Division will be responsible for overseeing the execution and tracking of projects financed by EBID. This role demands strong strategic planning, leadership, and coordination to ensure that all funded projects are delivered on time, within budget, and to the highest standards. The ideal candidate should bring extensive project management experience, a deep understanding of development finance, and excellent stakeholder engagement skills. This position reports to the Head of the Risk Management Department.

Responsibilities

1. Leadership and Strategic Direction

  • Formulate and execute the division’s strategic plan to enhance effective project delivery and oversight.
  • Lead, mentor, and manage project teams, fostering high performance and professional growth.
  • Ensure that project activities align with EBID’s strategic goals and contribute to regional development objectives.

2. Project Planning and Oversight

  • Supervise the planning, implementation, and monitoring of all EBID-funded development projects.
  • Ensure projects are completed within the set timeframe, budget, and quality standards.
  • Develop and apply strong project management frameworks and methodologies.

3. Stakeholder Relations

  • Build and sustain strong connections with government agencies, donors, contractors, and community stakeholders.
  • Promote effective communication and cooperation among all project stakeholders to secure successful outcomes.
  • Represent EBID in high-level meetings, forums, and negotiations regarding project execution and oversight.

4. Monitoring, Evaluation, and Reporting

  • Create and manage monitoring and evaluation (M&E) frameworks to assess project progress and impact.
  • Ensure timely, accurate reports on project progress, challenges, and outcomes for senior management and external partners.
  • Utilize M&E data to guide decision-making and optimize project effectiveness.

5. Risk and Compliance Management

  • Identify and address risks related to project implementation, ensuring mitigation actions are in place.
  • Uphold institutional policies, donor requirements, and regulatory standards.
  • Apply quality assurance processes to uphold accountability and high project standards.

6. Financial Oversight

  • Manage project finances, ensuring efficient resource use and budget adherence.
  • Track project spending and financial performance, providing regular updates to senior management.
  • Promote transparency and accountability in financial reporting and project audits.

7. Continuous Improvement

  • Champion and implement continuous improvement initiatives to enhance project execution and monitoring.
  • Stay informed about industry developments, best practices, and project management trends.
  • Introduce innovative approaches to increase efficiency and effectiveness in project implementation.

Qualifications, Experience, and Skills

  • A Master’s degree in Project Management, Development Studies, Finance, Business Administration, or a similar field.
  • Professional certification in project management (such as PMP, PRINCE2) is highly preferred.
  • At least 10 years of project management experience, including a minimum of 5 years in a leadership role at a development finance institution or similar organization.
  • Proven success in managing and delivering complex projects, especially those funded by financial institutions.
  • Experience working in diverse, multicultural environments.
  • Proficiency in a second language (English, French, or Portuguese) is an added advantage.

Additional Requirements

  • Citizenship of an ECOWAS Member State.
  • Proficiency in software tools such as Word, Excel, Access, and PowerPoint.
  • Fluency in either French, English, or Portuguese, with basic proficiency in one of the other two languages.

Grade P5
