Job Summary

The Legal Entity and Capital Planning Manager will provide strategic support to the Citi Country Finance Officer (CFO), ensuring that Citibank Nigeria effectively manages financial risks associated with its operations. The role requires a highly skilled finance professional to oversee capital adequacy planning, financial compliance, regulatory reporting, and risk management.

A key aspect of this position involves monitoring and auditing the Internal Capital Adequacy Assessment Process (ICAAP) to ensure it is seamlessly integrated into the bank’s capital planning framework. The individual will also be responsible for fund transfer pricing policies, financial risk assessment, and legal entity management while ensuring compliance with local and international regulatory standards.


Key Responsibilities

The Legal Entity and Capital Planning Manager will be responsible for the following:

1. Financial Compliance & Capital Planning

  • Ensure that all financial records adhere to both local and international accounting principles, including Corporate and Generally Accepted Accounting Principles (GAAP) and regulatory accounting guidelines.
  • Oversee the preparation and execution of the Internal Capital Adequacy Process (ICAAP) while addressing queries related to capital planning and risk management.
  • Guarantee the integrity of internal controls and their effective operation across all financial processes.
  • Ensure compliance with statutory audits, examinations, and financial regulations applicable to the banking sector.

2. Risk Management & Internal Control

  • Monitor and track corrective actions for internal, risk management, and external audit assessments, ensuring full regulatory compliance.
  • Engage in identifying and mitigating potential regulatory concerns or franchise risks that could impact the bank’s operations.
  • Provide strategic advice to the CFO and senior management on financial and regulatory implications of ethical and business practices.
  • Respond to internal and external regulatory inquiries while coordinating with Citigroup’s corporate offices.
  • Participate in crisis management investigations that could have financial consequences.
  • Establish robust documentation and control mechanisms to maintain the integrity of financial reporting, regulatory compliance, and management information systems.

3. Business & Regulatory Engagement

  • Foster strong relationships with various business units, including coverage teams, product teams, and risk management departments.
  • Collaborate with Operational Risk Management (ORM), Compliance, and the Regulatory Reporting Governance Committee (RRGC) to maintain a sound control environment.
  • Serve as a liaison with the Central Bank of Nigeria (CBN) and other regulatory bodies, ensuring proactive compliance with financial regulations.
  • Oversee taxation matters that impact Citibank Nigeria and ensure adherence to fiscal policies.

Required Knowledge & Competencies

1. Technical & Analytical Skills

  • Deep understanding of financial statements, balance sheets, and income statements.
  • Proficiency in Investment Banking, Corporate Banking, and Global Markets operations.
  • Ability to assess financial risks, capital allocation, and ICAAP principles.
  • Strong regulatory knowledge of Nigeria’s banking laws and compliance frameworks.

2. Communication & Leadership

  • Ability to interact with senior management, providing insightful financial and risk management reports.
  • Excellent verbal and written communication skills, with the capacity to engage across different business functions.
  • Strong teamwork, collaboration, and relationship management skills, fostering cross-functional partnerships.

3. Digital & Technological Proficiency

  • Familiarity with banking systems and financial software, including:
    • Flexcube (Core banking system)
    • Smart and Pearl (Financial reporting tools)
  • Advanced proficiency in Microsoft Excel, PowerPoint, and Word.

Minimum Qualifications & Experience

  • Educational Background: A minimum of a First Degree in any discipline, complemented by a relevant higher degree or professional certification.
  • Professional Certifications: Possession of ACA (Associate Chartered Accountant), ACCA (Association of Chartered Certified Accountants), CFA (Chartered Financial Analyst), or other recognized financial qualifications.
  • Work Experience:
    • A minimum of 15 years of post-graduation experience, with at least 10 years in the banking sector.
    • At least 3 years at a Senior Manager level or an equivalent leadership position within a major banking institution.
    • Hands-on experience in at least three (3) key areas of banking operations, such as financial reporting, risk management, capital planning, or regulatory compliance.
