We are currently hiring for the position of:

Job Title: WASH Manager (WASH Sector Coordinator), P4
Location: Maiduguri, Borno
Employment Type: Full-time

Role Purpose:

The WASH Manager plays a key leadership role in ensuring that coordinated, strategic, and well-resourced efforts are mobilized across various agencies, organizations, NGOs, and local communities. Acting as the interface between humanitarian WASH partners and government bodies, the incumbent ensures that WASH needs of the affected populations are fully addressed.

Key Responsibilities:

Coordination Mechanisms:

  • Ensure that the key WASH humanitarian partners are included in coordination efforts while respecting their specific mandates and program priorities. This includes collaboration with national and local authorities, governmental entities, civil society, and other stakeholders engaged in the WASH sector response.
  • Facilitate effective coordination mechanisms among WASH partners, promoting strong communication, information sharing, and management. This may include technical working groups or sub-national coordination platforms as necessary.

Needs Assessment, Analysis, and Strategy Development:

  • Ensure comprehensive WASH assessments and analyses are conducted with the involvement of all relevant partners, identifying gaps and formulating strategies for sectoral needs to be addressed through collective efforts.
  • Promote complementarity among partner actions to ensure no duplications in addressing needs.

Monitoring and Reporting:

  • Implement robust monitoring systems to track WASH intervention outcomes and progress against established strategies and action plans. This includes interpreting available information to benchmark progress over time using specific indicators such as quantity, quality, coverage, continuity, and cost, with data disaggregated by sex, age, and other demographics.
  • Ensure effective reporting of WASH outcomes and information sharing with relevant stakeholders, demonstrating efforts in addressing the identified gaps.

Training and Capacity Building:

  • Support the training and capacity building of WASH humanitarian personnel in key areas such as Minimum Standards for Emergency WASH. This should be based on an understanding of the available capacity.
  • Work to enhance the WASH capacity of local/national authorities and civil society organizations.

Impact of Results:

The guidance and leadership provided by the WASH Sector Coordinator will enable UNICEF to meet its commitments related to WASH sector coordination, planning, assessments, implementation, and capacity building. This will contribute to achieving the objectives outlined in the Humanitarian Response Plan. By ensuring effective sectoral coordination, the role will directly impact child survival, growth, and development, while reducing inequalities in emergency settings.

Requirements:

  • An advanced degree in WASH-related fields such as Health Promotion, Public Health Engineering, Civil Engineering, Environmental Health, or Public Health (MPH) is required.
  • Additional postgraduate courses relevant to the WASH sector are highly desirable.
  • At least 8 years of relevant work experience, with a minimum of 4 years in WASH emergency contexts. At least 2 years must be in a field-based role at a team leader or WASH program management level.
  • A minimum of 2 years of experience in emergency situations is required, as well as at least 5 years of experience working with the UN or an NGO.
  • Strong knowledge of the WASH sector, its key issues, and the ability to strategize collective responses to sectoral needs.
  • Fluency in English is required, along with proficiency in another UN language. Knowledge of the local language is an asset.
